Semi-flush cutters have a very small notch on the back surface that helps to minimize the pinch left on the material after the cut. Making the cut requires a bit more pressure than super-flush cutters. A dark, matte finish prevents eye strain caused by reflective glare and increases visibility of the workpiece.
